Native American tribes view the skull as a seat of intelligence, spirit and the spark of human life.  And because the skull is the part of the body that is least resistant to decay, it's believed to be another symbol of strength.  

It's believed that the steer skull is a symbol of life-long protection from all natural elements and also symbolizes courage + toughness.
